My guess — grounds.  Check all the grounds from the switch back to power.  IIRC, the windows go up and down by switching ground, so there’s power there all the time. If there is a bad ground, or an extra ground, or a single strand from frayed wire touching ground, the light would glow. 

Pull all the connectors, clean them up, apply some dielectric grease, put it back together, and cross your fingers.
