Need help: '91 CQ Power windows update

The problem is the 3 power window switches get 9V when the car is locked and drain the battery. 

The windows ONLY work (get 12V) when the fuel pump is priming and engine is running. All other times the windows get 9V. 

For example, if the ignition is on and engine is off the power windows only get 9V and do not work. When the ignition is turned on without starting the engine the volts go from 9V to 12V only when the fuel is priming and then go back down to 9V. 

I've replaced the power window relay, thermofuse and an ignition switch without any change in this behavior.

I've looked at the wiring diagram and the thermofuse always gets 12V from the battery. But, when I unplug the wires from the ignition switch the power windows drop to 0V. 

Any thoughts?
