'91 Coupe Horn Issue

I have to apply extreme pressure to the airbag to get the horn to work on my
'91 Coupe quattro.

I took off the airbag and adjusted the 4 contact points (2 on each side) and
the same thing is occurring. The contact is clearly made but the horn only
goes off with extreme pressure. Are the contacts just worn? Any thoughts?
