[s-cars] Sporadic Start?!

Ok..I get the car towed to the shop today and when the car gets there "It STARTS?!"  What the heck is going on here?  I tested the fuel pump as I thought that was the issue via disconnecting the line in to the fuel filter and cranking over the engine..and noted that no fuel came out of the line.  Is this a VALID test of the fuel pump/relay?

Man this is frustrating any other tips?  The ECU seems to be fine.
