[s-cars] Front licence bracket

So in the hububb of relocating my S4 to Portland Oregon (in care of my parents while I am in Germany for 2 years), I forgot to consider that Oregon requires front plates, and Michigan does not.   So, somehow I need to get ahold of a front licence plate bracket.

First, does anyone have one that they dont need?   Someone else in a "non-front-plate-state" that has the one they got from their dealer?  If not, I'll just have to source one from the local dealer here.

Second, has anyone ever installed one of these?  From looking at some pics, I'm guessing I'm going to have to drill through the black plastic part of the bumper.  Any BTDT?  Is there something behind the bumper that a screw goes into?
