The squealing problem with the 996 calipers on my Audi was definitely caused by one of the "fingers" on the retention spring rubbing against the outer edge of the rotor. The spring, held in place by a single pin, was a bit narrower than the pad "window" in the caliper body and would slip off center and onto the rotor. It was plainly visible and centering the spring with the rods fixed it.
The squealing I get on my 944t is during light application of the brakes, particularly when coming to a stop, but also during initial application on the highway when the brakes are cold. That's why I attribute it to the pad material. Or, as the Porsche mechanic said, "You're front brakes are too large and the pads are too aggressive -- just use them harder and they'll be silent." He was right. No problem on the track, but not very practical around town.
As far as pads brushing against the rotor during normal driving, not sure what you can do except make sure the rotors are true, pads are evenly worn and the pistons aren't sticking. The left front brake on my S4 (ugh,stock G60's) is now making this same swish-swish sound, but it's because there is a high spot on one of the pads due to an earlier problem with a binding caliper guide pin.

swish-swish-swish while driving with the windows rolled down.. Is this
normal? They arent dragin' it appears they just ride real close to the
rotor.

the caliper is centered over the rotor btw. Thats the first thing I checked.
