[s-cars] Broken steering rack mount, SCARY! common fix?

I just noticed a clicking sound emanating from the passenger wheel well area
when I change the direction of the steering wheel of my 93 S4.  Also, the
car seems very vague with the wheel "on center".  I can rotate the wheel ~15
degrees in either direction before the car would respond (almost like really
worn suspension bushings).  So I pop the hood and have my wife turn the
wheel from side to side.  Much to my surprise, I notice that the L shaped
bracket (painted body color) that supports the steering rack on the
passenger side firewall and wheel well is sliding in conjunction with the
movement of the rack!  It looks like the original weld has broken.

Has this happened to anyone else?  What is the proper way to re-weld the
plate to the proper spot?
