The issue here is not that the bomb has failed. Once charged up during
the first minute of operation, the bomb is capable of 30-some brakings
with the engine turned off. Only if one is planning to coast down a
mountain road _without_ having started his engine first after waiting a
day or so for leakdown would he have a problem of unboosted braking.
At the risk of redundancy let me put it another way: once charged up,
the leakdown rate is about 1 push per hour, so after 24 hours I would
have 39 - 24 = 15 pushes available, if I didn't restart the car. This
is an annoyance, not a hazard.
