the idea is to spray a mist that cools the air, rather than spraying
large water droplets. this means the nozzles have to atomize the water
pretty well.
if you tried to cool brake rotors by spraying large water droplets
at them, they'd bounce right off the rotor, each droplet packaged in
its own little ball of steam. you'd be leaving a lot of water on the
track, and the stewards would get mad at you.
i don't know about race _cars_ using them, but in europe, people
actually race semi-tractors. they use water cooling for the brakes.
if you watch a race, you'll see them blasting huge clouds of steam
as they brake for corners.
