That does not seem to be a "normal" characteristic
of the software.

I'm running probably the same Lehmann software and I
won't see more than 15 psi in the lower gears, will go
to 19psi in 4th and 5th, there is a slight plateau in
power output right past 3000 rpm at WOT, I don't feel
a second one and no boost shutdown like you describe.

If you need further comparison/diagnosis, contact me
off-list, we can swap ECUs or drive the cars back to
back to see what's different.
