[s-cars] Really LOW Boost!

Check for an exhaust manifold leak somewhere else than in the waste gate
area, allowing exhaust pressure to bleed off between the manifold and the
turbine hot side?  Maybe a crack in the turbine scroll?

Any indications of running too rich?  i.e., outside air getting in the
exhaust gases upstream of the O2 sensor?
