I don't have any figures handy on the exh-fumes to back up with, but our cars
are tested every second year with a mandatory exh gas testing. I never had any
other comment from them that "damn its actually better than stock, despite a
lot of horsepower".
I do belive since most tuners in Germany is using the 7A cam there is a
reason for this, not only power/torque but they also have to pass emissions
with their products. In my book there is no such thing as "even with a cat",
those are mandatory(when properly built) and transform the turbulent flow from
the downpipe to laminar flow after cats, equals less resistance in the rest of
the ex-system. The only "benefit" from taking off the cats are noice and
resistance inside the passenger compartment for those who have a poor
stereo-system.
One thing that can be a difference on our side is that if the car is a 95
model it should pass the limits given in the same year, not the limits given
for 2002 model cars. Is that the same in the US?

degree cam would not pass an "Air Care" sniffing test, even with a Cat, at

problem. But at idle - FAIL, try (and pay) again. My concern would be that
the 7A cam wouldn't pass the sniffer test and it is WAY more complicated to
swap in and out on a AAN (than the 30 min. it took with the 8V 2L) to "fake"
the pass.
