Ron:  Ian is correct. For reasons known only to the Audi engineers, at low temperatures (e.g. 4 deg C) the air conditioner compressor will not run even when you have the AC control on Auto and the snowflake is showing.  This is different than my wife's 86 Jetta 2L 16V (modified) Carat - defrost mode ALWAYS brings the AC compressor on - regardless of outside temp.  I think I remember somebody on this list suggesting that the Audi engineers didn't want to have AC condensor freeze over (maybe they didn't talk to the VW division engineers).

If I need to clear the windows I just put the defrost mode on, crack a window open and turn the rear defroster on.  Only takes a few minutes.
