You must be higher than I thought...
PR= (ATM + boost)/ATM
at Sea level: (14.7 + 26.5)/14.7 = 2.8 (approx 26.5 psi boost)
One mile up : (12.04 + 21.75)/12.04 = 2.8 (approx 21.75 psi boost)
Solving for altitude to make PR 2.8 = 17.5 PSI, you need atm = 19.75 in Hg,
or approximately 10,000 feet!

The reason for the limit on the boost has a lot to do with the extreme flow
my turbo puts out. The spec on it is 585 cfm @ 2.8 PR or 48 lb/min @ 2.8 PR
@
70 % efficiency( standard day). 2.8 PR equates to about 17-18 psi of boost.
22 psi works out to about 670 cfm @ about 80% efficiency
