I have found how to do it. From my notes:

In order to run the Bentley manual under WinXP w/o the CD:
1. Install as usually
2. Copy the entire contents of the F:\B5\ directory from the
installation CD into the directory
C:\Bentley Publishers\b5\
3. Move the directory ..\b5\ into root:
C:\b5\
4. Change
"C:\Bentley Publishers\b5\jre\1.1.7b\Bin\Jrew.exe" -classpath
.;jars/rbi.jar;jars/jconfig.zip;jars/swing.jar;jars/jgl.jar;jars/perl.jar;jars/sax.jar;jars/xp.jar;jars/bf.jar;jre/1.1.7b/lib/rt.jar;jars/aserve.jar;jars/jsdk.jar

5. Change the "Start In" Directory to:
C:\b5
6. Change the b5.ini to read:
[DIR]
root = C:\b5

It works well, except hwenever you click a link in the menu the A:\
drive jerks momentarily pretty much in the fashion it does at the
regular computer boot up. It is a minor nuisance and I am not going to
go thru various files trying to figure out why is it doing this.
