[s-cars] Question for the day...Can the rear license plate holder be repaired?

The nuts that are in the black plate holder have rusted badly, and two of the
nuts will no longer work. Sadly they are both on the same side, so the plate
is loose on one side. Can the nuts be replaced? How do you remove the black
piece? I tried to taking out the screws that hold the black part, but it
seems bonded into place. Hmm....

Any help is appreciated!
