That is if he is lucky, Fred.
If not - it's the Caster, which is not adjustable in our cars.

Joe, the outer tie rod is unlikely.
Measure the distance between the wheels (centres, edges, whatever) on
one side and on another side and compare them. The one which is shorter
may have the Caster screwed up.
