[s-cars] Quick question on cleaning road tar off wheels and paint

Go to an auto parts store that provides paint to the trade.  Buy the tar
and wax remover pre-painting prep.  It is a refined petroleum solvent
that evaporates off the paint without any damage.  You will have to
rewax afterwards.
