Well, there may be one other loophole that might get you through. Many
states have a 'hardship' clause on the exhaust emissions requirement
that states if you can produce $500 to $800 (varies by state) worth of
receipts that you tried to get the car inline with the requirements,
you have met your requirements (whether the HC values dropped or not).
You might want to ask about it...
