That's the way Bilstein has been for as long as I remember, actually any
shock manufacturer does it this way. Mark, ANY Bilstein dealer can do the
exchange for you, but few do them out of house unless it's a really good
customer.
You buy new shocks, get billed for them, you send old shocks back retailer
sends them to Bilstein. Bilstein looks at them and says "yae or nae", and
you either end up with another set of shock spares, or you get a refund.
They aren't dumb either, those that track them or abuse them, usually get the
claim denied for the "right' reason.
The warrantee programs on all shock really sucks wind for everyone actually.

I don't like the idea of buying NEW shocks, I should not have to.
I have found some nice prices on new ones though :)
