When you try to turn the cam sprocket, you are fighting valve springs... yes,
it's hard to turn, but can be done with a socket on the nut.  But you don't
really want to, as you may run the valves into the pistons.

The plates are there to keep debris of the timing belt.  Me, I'd leave them
there, despite their appearance.
