Yes, the O.D. of the correct Bilsteins is about 1/8" less than
the I.D. of the strut housing.
However, the Bilstein retaining nut has a tapered recess that
centers the top of the strut insert within the housing.
Also, based on the wear pattern in the paint on the bottom of
a used OEM Boge insert, it looks like there is a smaller recess
(possibly tapered) in the bottom of the strut housing to center
the bottom of the insert.

So as long as the retaining nut is tight, the Bilsteins shouldn't
be able to move around.
