[s-cars] wiper washer inoperative post radiator install

Gents-

I knew my radiator install went too smoothly... find this morning my
windshield wiper washer is inoperative.  Headlights get washed, wipers
cycle, but no juice.  Did I either forget to connect something (?) or knock
something off?

One thing I DID notice, I'm probably answering my own question here...
running along the driver fender inner edge is the hood latch cable.  Zip
tied to that is a brittle 1/4 O/D shiny black plastic tube.  Noticed mine is
broken in 1/2 near the coolant reservoir.  Is this the feedline that runs to
the hood?  If so I'm sure I gave my engine a good washer fluid soaking...
bodes well...  gets rid of all that G11 that leaked all over my JUST cleaned
engine bay after the radiator install, stupid corroded top hose.  D'oh,
typical me stuff.
