The MAF, Fuel Pressure Regulator (FPR), injectors, and the ECU (chips, mods)
have to be done together. This is a must.
The ECU "knows" how much air is flowing because it "knows" what signal
the MAF sends for that amount of air. Then the ECU sends the "correct"
duration signal to the injectors to put in the amount of fuel that the
ECU "knows" will get put in by those injectors at that FRP's pressure.
Change any one of those by itself, and the ECU won't be getting good
inputs and/or it won't put in the correct amount of gasoline.

People can "get by" with changing MAF, FPR, Injectors, or ECU sometimes
because the O2 sensor system tries to correct the air / fuel ratio -
but these situations usually end up generating big stumbles and flat
spots because it takes the O2 sensor system a bit of time to get the
mixture right again after the throttle gets moved.
You can change exhaust manifold, turbo, Intercooler, exhaust system,
and other stuff however you like. That's because none of that is
involved with keeping the air / fuel ratio exactly right.
