Hey bob- IME, excess moisture in the headlight lens could be a result of a
hairline crack or pinhole somewhere in the lens.

Also, sometimes mine get some moisture because of temp. changes or a recent
car wash, etc.  but running the headlights for a while usually evaporates
any moisture in there.
