For testing illumination of infra-red devices, take a visit to Radio Shack
and buy their infra-red test strip.  It is a plastic-laminated piece of paper
with a coating that fluoresces under infra-red light.  Just hold it in front
of the key/remote when you test it and look for a flickering red dot on the
test strip.
