Randy,
To echo Fred and Gary, your symptoms really point to a
leaking seal, and even more so than in Gary's case. It could
possibly be a leaky rear crank seal as noted on Ned Ritchie's site.
With closed-throttle engine braking you've got the highest manifold
vacuum to pull air though the PCV system. The crankcase can then
develop a partial vacuum so that air will flow past a leaky seal.
The crankcase pressure will probably decrease the most under the
decceleration full-cutoff since there is no blowby from combustion.
