My experience with examining just-replaced blower fans, is that
the brushes are so worn they don't always press on the commutator.
The reason the 'good slam' works, is the shock makes the brushes
maybe just touch the commutator once again. When the brushes get
worn to the limit, their spring frequently is now pushing against
the brush holder and not able to put pressure on the brush.
I'll bet with a little work, you can find or make replacement brushes
and put that blower fan back into operation. I'd lube the bearings with
some oil that won't drip / fly off onto other places like the just
replaced brushes.
Once you get it apart, see if you can find brushes that have similar
lead wires, even if the brushes are too large. You'd be suprised
how easy it to file the sides of the new brushes to size them to fit.
