Hi Joel;
My guess would be there's locking compound or rust on the crank nose holding
the pulley onto the crank - I seem to recall pulling one that had factory
locking compound on the pulley flange face. It should just slide off. If you
can't get it to budge, I'd look at securing a puller to the pulley and
running the puller bolt in against the bottom of the crank bolt hole. Try to
secure the puller to the inner part of the pulley so you don't stress the
rubber isolator. I can't recall exactly how this pulley is constructed ( I
should know, I've taken off enough of them), so I can't give you specific
directions how to secure a puller. It shouldn't take much force to get it
off.

The timing belt and all belts are off everything except the
crank gear. The timing belt is slack and hanging by only
this gear. The crank bolt is out and on the ground. I
tapped it with the mallet and nothing. It doesn't budge.

I did this on a 3B motor 3 months ago.
1- The 6 mm hex bolts do NOT need to be removed.
2. Did you remove the hydraulic pump belt and the waterpump
belt?
3. Did you slacken off the timing belt. On mine you do that
by loosening the
water pump.
If you still can't get if off, try tapping the balance
wheel gently with a
rubber mallet.

I'm doing the timing belt and I cannot get this thing off.
I've removed the crank bolt, but the pulley does not
budge. I tried removing the 6 MM hex screws inside the
pulley but that didn't help. Am I missing something? Any
ideas?
