I would say you are partially right...

The part about chipping a car exposing weak links is correct.

HOWEVER

Not all weak or failing parts will make themselves known because they
can perform up the the requirements of a stock engine. When pushed to
the next level they can fail or their weakness can become apparent.

With that being said I would also state that doing informed prudent
maintenance of your car before chipping is always advisable ex: new
boost hoses, plugs, and other wear items.
