A complete answer to the question posed would take a lot of writing.
The lamp may become "brighter" (lm/cm^2-sr) with more voltage
(presumably current into the lamp because the lamps have negative
resistance at the operating point) or not depending on whether the arc
is already saturated. You should get more total light out of the
headlights, but it could be at the edges of the illumination zone. You
may blow the ballast, melt the lamp cathode tip, or do other undesirable
things operating outside of the design point. It is hard to tell
without more information. So, do ya feel lucky?
