Looks like two possible avenues to the short...
1.)  HRSB  -  I don’t know what electrical connections may be over the
rear axle but a cursory inspection of the bar by myself revealed some
scraping/chipping of the powder coating at the most severe angled bend
which conceivably could have pinched/severed perhaps some fuel pump
wires if they were in the way while threading the bar from side to side.
2.)  Smoke observed from rear of engine where wires go to coils could
have been caused by ???  fuel starved cylinder pumping out smoke through
loose spark plug in cylinder number two???  (he speculates.)
Is the rightmost 15 amp fuse above the ecu have to deal with the fuel
pump?

Wait a minute Bill, if you have the Avant, as I now recall you do, there
was no key lock welding necessary, 
Everything was a straight bolt up.  The "key locks"came with the adapter
kit as a way to get around the need to drill and tap a second bolt hole
in the lower control arm.
 
Never mind.  As far as the bar doing anything else to the electrical
system, not so far as I remember.  The closest "damageable" items I can
think of would have been a brake line or something like that.  On your
car, the install was just a matter of pulling one bar out and
"threading" the substitute bar in and bolting it up.  The bars are long
and hard and if muscled in, could, I suppose hit and pinch something,
but honestly that doesn't seem too likely to me.
 
If you have access to a lift, it couldn't hurt to get the car up in the
air and look for anything that could have been pinched, but from you
earlier post it sounds like perhaps you had some other electrical
component associated with the POS fail? 
 
If you have the bandwidth, I can email you the RSB adapter bracket pdf
file (@ 2 megs)?  It has a number of photos that illustrate the install
and are the bar is located in on the car.

Hmm, .. I was more or less joking WRT HRSB install, but considered it as
the only thing added since running / not running.
I’m unhappy to report that I don’t know what you mean by “welded the key
locks in/onto the hiem link the clips”
And it is thus unclear to me how this could stress any electrical
circuit.  Could you email or fax me a picture?
630-616-9171  My neighbors son, Reed (20 I believe) reported the install
to be very straight forward, everything bolted right on.  Maybe its
worth looking underneath there.  But does the bar go anywhere near
anything electrical?
I have the HSRB set in the middle screw hole , FWIW.  I believe most
everyone else has it set to the outermost holes.
Something is shorting out the fuse.  Do you know what circuit that fuse
pertains to?
Any thoughts weird or otherwise are appreciated.
