[s-cars] Programmable Wiper Relay

Franco, you were right, it's the 5th one from the left. The programmable
relay is much better than the fixed interval one.

Hi Sean,

It's on the central electrical panel (underneath steering wheel.) There
are 6 positions there.  The windshield washer relay should be #5
counting form the left.  In the wiring diagrams it's labeled J31.
