Sounds like the starter or fuel relay. Open up the access panel under
the steering wheel area and listen to the relays -- if it's loud enough
to hear with the cover in place, it should be easy to figure out which
one
it is with the cover off.
As for the relay failing -- the starter relay can be kept on by accident
if the key lock cylinder is bad (and it won't keep the car from
starting,
but will over heat the starter and the wiring to it with time), and the
fuel pump relay shouldn't click on and off repeatedly, but if it does it
often enough, the pumps may still be getting enough fuel to keep
running.
