[s-cars] (NAC) 98 VW Jetta question

I need help with a bizarre problem that my girlfriend's 98 Jetta GLX (VR6)
has developed.

The car won't shut off.  It's an intermittent problem.  Turn the ignition
switch off, remove the key and the car still running with all gauges
working.  Played with the key to see if a switch in the ignition switch was
stuck, but no change.  Stall the car and remove the key and all the idiot
lights are on and temp and fuel gauges are still working.  It's only
happened maybe 4 times in the last 2 months, but twice in the last couple of
days.  I've been able to stop the car by removing an engine fuse from the
fusebox then replacing it.  Which makes me think a relay might be sticking.
Is this possible? or is it more likely a bad ignition switch?  What else
should I try or look at?  Has anyone heard of this issue before?  It's hard
to troubleshoot when it works so we haven't taken it in to have someone look
at it.  Would this be creating a code that can be pulled up?
