Yes and yes.

The Euro upgrade is pretty straightforward. No rewiring, very basic R&R,
with instructions available at urs4.com. Takes an hour for the first light,
15 minutes for the second.
The HID upgrade is pretty straightforward as well...depending on the kit. My
biggest time sink was finding places to mount the external ballasts. Four
solid hours, with most of the time fabricating brackets, etc. Not
particularly difficult, no rewiring (again, depending on the kit).

You're between group purchases right now. Figure $600 and $450 (euro, HID)
I haven't driven a car with DOT lenses and HID...but here's my .02.
The Euro lamps give a 30-50% improvement over US DOT.
The HIDs (in Euro lamps) give a 50% improvement over H1.
