You should find that if you have the spring wound in too tight, you will,
a) overspeed the K24.
b) remove some or all of the computers ability to modulate the boost with
respect to engine operating parameters.
c) find a very snappy crisp tip in, but it will run out of breath and not
have any further build up of power sooner.
d) in extreme cases cause the computer to go into limp home mode due to the
overboost condition.

Don't as me how I know, that much I am sure is obvious :)
I HAD TAP Stg 3 software and was told by Igor to unwind the wastegate spring
so it was only 2 1/2 turns from just engaging the spring tension. If it was
wound too tight even by 1/2 a turn, I would have to reboot the ECU, and at
so point back off the spring and then RESET the ECU. Got so bad that I put a
button on the dash to reset the memory.
