[s-cars] 5" gone missing

We've been trying to track down the last 5" of boost in my car.

It's a 95.5 with:

  - new K26/27 2B turbo
  - RS2 injectors, MAF, FPR
  - IA RS2-style exhaust manifold
  - 7A exhaust cam
  - new Samco hoses, constant torque clamps throughout
  - new Forge BPV
  - new WGFV
  - new POS
  - new vacuum/boost hoses in engine compartment and footwell
  - new clamps for above
  - IA Stage IV w/ 3 Bar sensor
  - Stromung exhaust
  - older metal x-over pipe
  - older metal capped IC

I'm making 21" of boost while another identical car (w/o Stromung
is making 26" of boost. I've even borrowed the ECU from that car, but
still can only make 21" with my car. Both cars have Autometer gauges:
mine's digital with peak hold and his is analog.

We haven't verified the gauges one to the other, but that's the last
thing I know of to check (or use a 3rd known gauge on both cars).

Anything obvious that we may have overlooked? We've pressure tested the
system, but no leaks shown. It pulls hard to redline - I can LFB all I
want with the accelerator on the floor, but still only see 21".
