Some portions of the car have exactly the "symptoms" you describe. (the rest
of the car has been repainted due to fender bender and "keying") If it is
indeed the clearcoat failing, then polishing compound should not hurt.  The
good and the bad is that the prior owner didn't much like waxing and
polishying.  As a result, there is probably enough clearcoat left to make it
look acceptable.  If not, then color sanding may be the only option.  Then
again, if it needs reclearing, I may bite the bullet and spend for a full dip.
