Mike certainly addressed my point...

Bank, reservoir, storage... call it what you like, is the key issue.  Any
refrigeration system that can store, any water system capable of significant
storage, etc... can outperform air to air for a limited duration.  Both solutions
would be (and are) great at the dragstrip.  Bottom line, however, is that for
a street driven vehicle, it is difficult to challenge the size of the
reservoir that surrounds us.  Air!  And, the vehicle doesn't have to assume any
"responsibility" for replenishing that reservoir.

ANY system incapable of storage, or that is performing its work while trying
to obtain full power, will result in a loss.  I didn't look at INTRACOOLER II,
but I certainly hope it doesn't suggest this is possible.
