It seems to me that a relief valve would solve the over pressure problem.
As for wastegate creep, I would look to software.
I build to about 25 PSI then it tapers down to 22 or so.
I can change that by winding in the WG spring, as right now my is almost all
the way out.
I thing my setting is about 2 1/2 turns in from when the bolt touches the
spring seat.
IMHO a relief valve is to harsh of a operator. With the SW operating the WG
properly it will allow some decent overboost while still protecting the
engine. Remember, it's not JUST boost we have to worry about. If the turbo
winds itself in to the wrong efficiency area, then you can also expect LOTS
of heat. And that is just about as bad as lots of overboost.
YMMV and only IMHO...
