[s-cars] RS2 v. CT Emissions

Tom,
I wouldn't worry about it.  Although I ran without a
cat and full RS2 battle gear, I came THIS " close to
passing, so I'm sure if you kept something as silly as
a catalytic converter in the system, you wouldn't
really have a problem.

Besides, I know a guy.
