On the front bumper if you want to go with a plate holder....
Check this out.   No use for wing nuts and all that.  If you look very, very, very carefully you will see the small divots in the bumper that indicate where to put the holes.  I am from New York and we have the same crap.  Front plate holders.  They suck but I don't like getting pulled over at 3 am because of no plate.  Anyway, under the divots are recepticles for screws.  Or in other words threaded areas for a fine threaded screw.

I hope that helps... I just did it last weekend for my bother in law.
