[s-cars] Whoooshing sound near intercooler

My '95 S6 recently blew a hose I believe.  There is a loud WHOOOSHing sound
coming from the driver side of the engine bay when the turbo spools up and
there is no acceleration.  I read in the archives May 9th 2002 that this is
caused by a small crack or hole in the hose that connects the turbo to the
intercooler.  Besides the symptoms stated above, the car is tip top.  So my
question is, how easy of a fix is this, how much, and could a busy, poor,
semi-mechanical college student pull this repair off in his garage...
