[s-cars] Emissions Question (NTC- no turbo content)

Had the same problem with my fully RS2'd S4.  Was
failing the idle HC. limit was 220, i was 447.
Ultimately tracked the problem to the cat in the
center section of the Stromung. My guess is that it
was fooling the O2 sensor into seeing a lean condition
and was forcing the mixture rich.  After swapping out
that center section, I passed, even though between the
two tests, Virginia dropped the requiredment from 220
to I think 120. No problem. And I started getting
20mpg highway which is pretty good considering the
modifications.
