Here in CT all the state emissions facilities (which were managed by a
contractor) had 4-wheel dynos. But a couple of years ago the state stopped
that program due to problems with some of the technicians soliciting bribes
to get cars to pass. About 6 months ago they started back up with a new
contractor and they scrapped the 15-20 centralized emissions test facilities
in favor of a program run at 300 local garages throughout the state. Talk
about the fox guarding the hen house. There have been a lot of complaints
of garages abusing the system and having motorists pay for unnecessary work
on their cars to pass the tests. And the contractor that is supposed to
manage the whole thing for the state is more incompetent than the last one
and isn't policing the system like it's supposed to.
The local garages only have 2-wheel dynos and therefore vehicles with AWD
and full time traction control don't get tested on the dyno. They only get
a sniff test at idle. The good news is that NOx only gets tested on the
dyno, so our cars can't fail NOx.
