[s-cars] Windshield Washers not spraying? (Yes there is fluid)

I recommend using Rain-X to treat one's windows, and GM Opticlean
(mostly methyl alcohol) for the washer fluid, making up the correct
dilution for the conditions.  The key to the Rain-x solution is to put
it on a dry and clean window, and then wipe it thoroughly with damp
paper towels to remove all smearing.
