I think the thing that freezes is the condensor.  However, my wife's Jetta Carat (fully loaded GL with GTi engine (okay 2L 16 V Passat now)) always brings the aircon on everytime the defroster setting is selected, regardless of temperature. And we used to live in Saskatchewan (-40 F) and we have never had a problem (280,000 km).  Go figure.
