Generally , in freezing weather there isn't much moisture in the air. The
dewpoint of the air is low enough that there is no problem with
condensation.
There is also no need for the compressor to run, when you select the defrost
with a warm car you lower the dewpoint even further simply by the fact you
are heating the air.
Just because the car shows that it has the aircon on, it may not actually
pulling the compressor clutch. You would have to visually check the
compressor to see if it is turning.
Some vehicles (my GM ) leave the compressor to run all the time and they
vary the load it uses somehow. This eliminates the compressor seals and
bearings from drying and seizing.

I think the thing that freezes is the condensor.  However, my wife's Jetta
Carat (fully loaded GL with GTi engine (okay 2L 16 V Passat now)) always
brings the aircon on everytime the defroster setting is selected, regardless
of temperature. And we used to live in Saskatchewan (-40 F) and we have
never had a problem (280,000 km).  Go figure.
