First of all, don't take this as gospel as I don't have access to a European
model wiring diagram. So this is only intended to get you started,
hopefully on the right track.
According to the Euro FA the 4-pin connector coming out of the ballast is
p/n 813 972 930. Unfortunately it doesn't show the mating half of the
wiring harness. It does list a different "vehicle lighting" harness for the
HID setup. The Electrical connector catalog portion of the FA lists 813 972
929 as the mating half of that connector. Fortunately that connector is
also used for the fuel tank float so you should be able to source it here in
the US.
With regard to wiring, typical VAG convention is that red is connected to
the battery and therefore always on, black is only powered when the ignition
is on, and brown is ground. The typical wiring color code for the
headlights is yellow for right low beam, yellow/black for left low beam,
white for right high beam, and white/black for left high beam. I don't know
what yellow/white is but in either case my guess would be that your low beam
wire needs to connect to that one.
I'm not really certain why there would be four wires leading to the ballast
as typically only two would be needed, low beam feed and ground. It's
possible that this ballast is a fairly high current draw setup and therefore
is only using the low beam signal to trigger an internal relay to connect
directly to the battery (the red wire), but then why would you also need the
switched power (black wire)? Are there any numbers molded into the
connector that align with the 4 different wires? For instance 30 would be
battery, 15 would be ignition power, 31 would be ground, and 56b would be
the headlight feed.
Maybe some of the European listers might have access to a Euro wiring
diagram and can clear it up somewhat better.
